I think they mean in the long term, so that the account gains followers and upvotes. The upvote money is probably being used to buy SP which will mean that the more they earn the more the free upvotes will be worth and its reputation will grow :)
I agree on the resteem service as well.
Yeah I think so too but I just wanted to be sure if it's for the "long term" as u say.
