Yes, I think there is a lot of cross-over. The thing that really sets tapas apart is the portion size. As long as it is small, it could be considered a tapas. Many tapas selections are fish based.
Yes, Portuguese born and livin'! :) I really love Spain (Andalucia) tapas, it's so practical :)
