Each account holder could have the option to write their comment or use an automated comment they have typed themselves so that they only have to click it rather than type individual comments.

The main purpose is so that the flagger can be responded to, but another benefit would be that somebody cannot just create an account and start flagging material to cause damage to the steemit community without having any or comments that can be use to retaliate to protect the steemit community.
