the government controls everything, there is no money. everybody is on the doll for everything. the government literally owns the people. it controls the entire species under a specific protocol.
it was made clear in plenty of episodes. Even when Picard was remembering his early years with the rival friend..how they wanted to escape the mundane reality of earth.
