A system of public and private keys where private keys are held in the hands of citizens and public keys in the hands of any company that needs to store that data. a hash provided by the government that is licensed to only one company will make every public key that may be vulnerable to massive hacks unique and useless outside of that one company. It allows the government to fact check people are who they say they are and no meaningful numbers to be stored all in one place. will go back to the old days where you just need to not tell anyone your actual private key (social security number) in a way that can be accessed digitally or overheard.
