Someone wanted to create special souveniers and gifts for visitors of special places. He / the group asked the ECB and the Bundesbank to create such notes. The ECB approved the bank note design and, they even made it official. So you can actually pay with it. Even if this sounds strange but it is an official bill. More bills will be put into circulation soon.
