Why do some Americans believe Edward Snowden is not a hero?

They are less morally developed. Their morality is based on submission to authority and not advocating for higher moral principles. Many are bootlickers. Langley Boys despise him. Snowden is a hero. He is brave and courageous.

Class consciousness is the highest stage of moral development where we realize that the interests of the oligarchs, multinationals and the Davos Clique (but I repeat myself) are contrary to our own.
