My guess is you aren't familiar with pools then. Pools allow people to get access to private trades. A large group of people pool their ETH and have a sum large enough to get a private deal with an ICO.
But it's important to pick the pool properly. The post explains that pools must show some PoW and PoC to build credibility. For now, only ICO DOG Pool matches the traits.
