Ether just went under 200$ , maybe a chance for new comers to invest and for others to buy more. will probably dip more in the upcoming days.

imho, you can't really guess correctly because there are many factors to calculate(bitcoin hard fork, ICOs...etc). but there is a down trend now and ICOs are plaguing the ether prices.
Do you think Ethereum should have a filtering process to eliminate competing ICOs such as Tezos and EOS from doing ICOs?
