Bank Indonesia Wants "Top Up" Cost of Electronic Money Free

Bank Indonesia will enforce the National Payment Gate system (GPN) in electronic money services.
By the time the system is in place, BI is pushing for top up or refill of electronic money balances to not burden the public so that the service can be even wider.
"Setting up the price of top up of electronic money needs to be regulated, because it is considered inefficient and still burdens the public due to the varied price in the field, and the volume of electronic money transactions has not reached economies of scale which will impact on efficiency," BI said in its official website, bi(dot)go(dot)id, quoted Wednesday (1/8/2018).
According to BI, users will be easier and convenient in using electronic money if released from the cost of top up. Thus, BI appealed for banks that issue electronic money, if it is able, in order to free the cost of top up electronic money.
"For banks that have been able and have the capacity to provide convenience, can eliminate the cost of top up electronic money," said BI.
As for banks that have not been able to eliminate the cost of top up electronic money, it is still allowed to charge fees but should not exceed the upper limit set and still must prioritize the interests of users.
In line with these efforts, BI also encourages all banks to improve their electronic money service, from infrastructure, preparing top up facilities in various locations, to card adequacy.
Currently, the new GPN system is applied to ATM or debit cards. Gradually, GPN will be implemented for electronic money and then applied to other services such as bill-based services, online payment, and more.
GPN is a system that connects various electronic payments or non-cash transactions on all bank instruments in a single payment system.
