The wicked person will not feel himself evil, the bad person feels that he is the good and the right. When a person feels himself better, more rightly, they will tend to judge people they feel is not right or as good as they are, which is why we often see
the power to voice without any consequence (because it feels anonymous / unidentified), then most people will be arbitrarily against that right.
