Rasulullah shallallaahu 'alaihi wasallam in the above hadith set the religious goal of marriage.

First: Make people bow their eyes so they do not look to the haram.

Second: Getting married is a means to guard people so they do not fall into adultery.

However, although Islam encourages marriage, it does not mean absolute, but it is related to the conditions of the possibility to fulfill the responsibilities of marriage, and the Prophet sallallaahu 'alaihi wasallam expressed this possibility with al-ba`ah that is sufficient level to fulfill marriage responsibilities
