The word police came from Politeia, is a book title written by Plato, an Ancient Greek philosopher. The book contains the basic theory of policy or city state. In those days groups of people in the form of a set which was one city. From the word polythia, a political word arises, which is intended as a procedure for regulating the system of government, said the police, which regulates the enforcement of regulations, policy words or policies and so on. The development of all that gave birth to the State with all its attributes and arrangements to date.

The police function grows and develops more clearly when threats to a group become more apparent. The threat is not only in the form of danger coming from outside the group, but also in the form of threats within the group itself and threats from outside the group. Life will always give birth to a great struggle, where a strong human being in his group always acts as a leader to fight the enemy and protect other groups. That strong human action is a manifestation of the simplest police function.

However, in its development, the Indonesian National Police (Polri Republik Indonesia), which holds full power over this matter is not only a figure of a protector but also often a frightening specter for innocent or unlawful people. Along with the development and diversity of life dynamics, both on the social, economic and political side. Polri is a frightening specter. Not because they have weapons that are ready to be offered to all parties at any time if they break the law, but also because the basic moral and ethics of the police have faded in this large institution.

No need to go far we see how the ethics and morals of a police officer become a frightening specter for the community, including ourselves. On the streets, of course we often find traffic police who hang out and patrol in every corner of the city and region. Their job there is to discipline road users and monitor road conditions, but that is not the case, they (people) actually worry the public under the pretext of law enforcement. Extortion, intimidation and commendable acts that should be held by the police have been done too often. This continues until now and there is no action from their superiors at the institution.

It's different again, there are also (elements) police who become fierce from the makers or perpetrators of actions that violate the law. Night clubs, places of prostitution, even places to gamble actually get protection from (police), even though they should eradicate it. In this case the community is the first party to be harmed.

And in general, in the realm of law enforcement, it has been proven and clearly seen, so many (elements) of the National Police are becoming mafias and violators of state law.

Community views on the performance of the National Police are various positive and negative assessments from the community. The good and bad image of the National Police also depends on the attitude of the community, being apathetic, reactive, critical or satisfied with the performance of the National Police. Policemen with a commendable character who can put themselves as a moralist, father, friend, servant, and figure who is admired and respected.

That is, the emergence of the dignity and honor of members of the National Police can be seen from the amount of community appreciation and recognition of their profession. The award is truly reflected in the reality of the conduct of service and the execution of its duties which bring benefits to the community, even placed honorably in the midst of people's lives.
