That wouldn't be a cold wallet at that point, since the USB hard drive would need to be connected to an online computer to access it. You might as well just use a Hot wallet at that point.
Cold wallets require 2 separate installations of the wallet. If you have a USB hard drive that you could boot a totally new OS (that remained offline), then you could use it in this dual operating system mode.
