It's more like 1.3% per year. That happens because Steem Power is really a different token under the hood. That token is called Vest, usually measured in megavests (MVEST). 1 MVEST = 500.315 STEEM right now (source: SteemWorld). Vests and STEEM have a different inflation rate. Steem Power is simply Vests converted into the corresponding number of STEEM.
