Mind Your Witnesses - Inactive Witnesses Vs Zero Miss Witnesses

There are 4 inactive witnesses in the top 100 that haven't produced a single block in the last over 1 month, I have checked and half of them are still active in the community, but people need to realize that a witness is not just a politician, a witness has to produce blocks and stay up to date with their Steem server.

I mean, as a witness to grow, in the beginning one vote makes you grow many positions, but as you groweven 10 votes can’t push me one position further
So it gets more and more difficult, like "gameification"?
The next level is impossible kind of?

I know it's not a popular idea.... but I would really love if our witness votes degraded over time. How many witnesses have been voted by steem accounts that are no longer active?
I also support the idea, though it might be hard to implement so I am not advocating this as an urgent change because other things might be more important in the short time, though, as steem grows the need for this change grows too
