Well, it is all somewhat experimental; no need to preach the Blockchain, when they operate a centralized database, and they want to keep everything very private. So, blockchain may not fit every use case. Also, they could host forms online, with PDF files easily, and most companies and governments don't want to use email to transmit them however. So it is a complex question; the tax man in USA has same problems but they do allow tax forms to be transmitted electronically for about 10 years now..
Decentralization ONLY MAKES SENSE to rebels, so be careful how you go about sharing it ;-)
Operators of centralized databases will look at you, like you are an alien, and for good reason; they control the system, they have no interest in making it any easier for people to become law students. They want to keep the barriers HIGH!
