@foxkoit GREAT question and suggestion! When the "Cocain epidemic" started, Coke was legal. The CIA predessesor (OSS) imported it and had it sold on the street level. Then, to boost interest and prices, the FDA made it a class1 narcotic which in turn created a higher demand for the "illegal" substance. When PE was making more than the U.S. Government that is when there was a "War on Drugs" trying to stop the incredible cash flow from the U.S. to Columbia. Interesting point about Coke, there are still several Countries that it is still legal.
