Ben Franklin. He didn't actually advocate it. His essay while he was in France was satire and made fun of the French for their laziness.
Woodrow Wilson. He instituted it to conserve power for war. He vetoed repealing it. Twice. He was horrible, and this doesn't even make the list of why.
LBJ. He might not have been as much of an asshole as Woodrow, but he was still in the "government can change human nature" progressive bullshit camp.
