RE: What should society stop first !
Honestly, a lot of people do drugs because their life is terrible and they just want some release; society would do better to help people, like in this case, to make sure the children have food and shelter, than to punish doing drugs. Countries that have made all drugs legal, even the really dangerous ones, generally sees less harm from them because then people who are using them know they can go get help from a doctor if something goes wrong without worrying about being arrested, or they can go and get clean needles from a doctor, that kind of thing. But definitely cannabis (marijuana) should be legal - it's less dangerous than smoking tobacco, even if you do it just for fun, and tobacco is legal, plus the health benefits. It can help other problems too, like pain or people who are on cancer treatment and have no appetite use it to have an appetite again, or treating seizures.
I recently read an article claiming that Marijuana will become fully legal in Canada on 17 October. I didn't read all the details. It is really hard to stop with influence by govt and initiatives. I hope we will able to stop the problem. Not only the children from the street but it also can be true for families where parents are busy with jobs and children are taking drugs as a way of spending time with friends or testing something new. I hope marijuana will get place what it deserves. Thanks for adding the valuable comment.

That's true about Canada. Here in the US is varies by state. In some states it's totally illegal, in some states it's only legal for medicinal use so you need a doctor's note to buy it, and in a few states it's legal for any reason. But, it's still illegal on the national level so the rules are very weird, like if you bring it to a national park, that's federal land, and you can be arrested, even if you're in a state that allows it. And the sellers have all sorts of legal troubles to deal with surrounding their banking, if the bank operates all over the country. It's kinda crazy.
I've never used cannabis but I voted for it to be legal. It's crazy to ruin people's lives for smoking a plant! There are much bigger problems to deal with.
