Thank you @delishtreats! It really is a fantastic place to visit.
My assumption is they don't want tourists flying drones over the little town. I don't really know who he was or what authority he had. He only spoke Italian except for the English words he kept repeating, "No Drone!" He was on his phone calling someone at the time and I didn't want to find out who so I just left.
