Article 9.

No one shall be subjected to arbitrary arrest, detention or exile.

Article 11

(1) Everyone charged with a penal offence has the right to be presumed innocent until proved guilty according to law in a public trial at which he has had all the guarantees necessary for his defence.
(2) No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

Article 13

The Deep State refers to COG. Continuity of Government and the concept that, while presidents come and go, the real power lies in the bureaucratic state apparatus that remains no matter who is elected. The Military Industrial Complex is an excellent example of this, or think of how the dozens of Intelligence agencies such as the CIA or NSA directors. None of whom are elected to their positions but they have enormous power inside and outside the US. COG insures that certain interests of the state (are pursued without interruption from administration to administration.

Magna Carta Libertatum (Medieval Latin for "the Great Charter of the Liberties"), commonly called Magna Carta (also Magna Charta; "Great Charter"), is a charter of rights agreed to by King John of England at Runnymede, near Windsor, on 15 June 1215. First drafted by the Archbishop of Canterbury to make peace between the unpopular King and a group of rebel barons, it promised the protection of church rights, protection for the barons from illegal imprisonment, access to swift justice, and limitations on feudal payments to the Crown, to be implemented through a council of 25 barons. Neither side stood behind their commitments, and the charter was annulled by Pope Innocent III, leading to the First Barons' War.
After John's death, the regency government of his young son, Henry III, reissued the document in 1216, stripped of some of its more radical content, in an unsuccessful bid to build political support for their cause.

Does the deep state include judges? Such as judges on the Supreme Court or judges of FISA Court?

To be more precise, the Deep State includes the Military Industrial Complex, Intelligence Agencies, Wall Street, and Big Oil. These entities pursue narrow economic and political perspective that serves special interests and not those of the greater American public. It could incorporate groups and individuals in a wider net, such as judges but it doesn't mean all judges are part of the Deep State.

Edit:
The first person to articulate what the "Deep State " is, was Peter Dale Scott who authored several books exploring the concept. Just who or what makes up the "Deep State" is not as cut and dry as people would like. It's an amorphous term meaning different things to different people depending on who you talk to.
