They are cutting content creators rewards by more than a third with some failed "notion" (actually, I think it's likely they know exactly what they are doing) to allow spammers, bots, players, algorithm curators, and other non-creators to squeeze every last bit of profit from the site before it dies completely.
Just my two cents.
They are also further empowering downvoters to conduct more censorship with less consequence.

Well, the marketplace has already "voted." The price of STEEM is down another 50% since the details of HF21 became public.
