  • Selecting witnesses that are aligned with the Dolphin Council's goals and to promote rotation in the top 20
  • Fighting abuse by countering abusive flags and collectively flagging abusers (flag trail)
  • Create a Protection and Solidarity Pact for Dolphin Council members to join, a flag on a member would be countered with votes and retaliation taken where needed
  • Raise funds via Dolphin Council posts that all members vote on

I voted for clauses 1, 3, 8 & 9.

1: Using our collective SP incentives witness to focus on what we find to be most helpful to the ecosystem. In a way, we might be able to provide economic certainty, if the witness continues to do what got him our vote in the first place. And that's a big leverage for our influence.

3: As time passes, abusers steadily increase their holdings, in absolute terms, but possibly in relative as well. We need to ensure the good guys have significantly more SP than the abusers, otherwise they can complete wreck the blockchain, and there won't be anything we can do about it.
If we can nullify their rewards, they'll eventually power-down, and the portion of author rewards that will go to actual content creators will increase.
One of Steem unique advantages, is its (currently limited) proof-of-brain as a distribution mechanism for new coins.
So the less abusers there are, the more fairly new coins are awarded to users. Which increases the quality of the platform overall.

8: if someone is donating their precious voting power to fight abuse, we should step up and protect their author rewards, if the abuser decides retaliate.
Think about, simply knowing that there's over a million SP that will negate flags will demotivate abusers to use them as a protection tool.
Heck, we might be able to get haejin of the platform, if enough dolphins join us.

9: Similarly to the first clause, if we control a fund with significant SP, we can motivate non members to do things we believe are important for Steem's success. Whether it be via upvotes, or rewarding with actual STEEM/SBD from the fund's rewards, we can cause serious change if we control enough resources.
