Dolphin Council Draft Constitution
Dolphin Council
This goes out to everybody involved in the council so far and to any other dolphins interested in getting involved in the future. Since @kabir88 posted the original draft constitution at the start of December there was a lot of healthy debate and input from the members of the group. All of this was taken on board and a second draft was posted last week.
Original Draft
Dolphin Council
Constitution v0.1 Dec 2018
The draft is presented to all members of the council for comment and vote
Aims:
The Council exists to promote people and projects that help enrich the user experience for all users on the steem blockchain
By users, we include content creators, developers and investors
Enrichment, means to take actions which add value to the users as a whole
Membership Requirements:
To be a member, a user must hold 5,000 SP of own funds (either in a single or multiple accounts)
Members who would like to rejoin must pass motion via a vote of existing members
Membership Duties:
Once a motion has passed the council, each member will be expected to follow through with the agreed decision. Failure to do so will result in expulsion from the council and loss of voting rights. There will be a cooling off period of 1 month before the member can apply to rejoin
Voting Rules:
New motions need 50% majority (50% quorum)
Changes to the constitution need a 75% majority (75% quorum)
One member, one vote
Only founding members can propose new motions for a vote
Funding:
The council will aim to hold its own funds and grow a treasury account to support its mission. Funds can be raised by operating
Own witness node(s)
Own ethical voting bot
Now anything else we do, i.e constitution, through to missions and vision, must be tested against the above in the council making decisions. This will keep people honest and inspired towards the common cause. It should help democratic decision making process a little
Other thoughts, very quickly:
Mission/Vision statement: Acting like a non for profit organisation, through combined effort, strategic decisions and partnerships with orca’s, whales and other online communities; we will succeed in our common vision to improve the value and uptake of steem to the wider internet community

We give support
Strategic choices of witness (those who believe in our purpose go up - dolphin power
Resteeming others strongly aligned with our vision (discover others and strengthen our cause)
Curation trail of quality posts, upvotes, manual and automated (deliver benefits of value)
Encourage update, bringing in new users, using RC etc (deliver benefits through our tech and powers)
Raise rep and awareness on quality posters

Thoughts?
As you can see, the second draft is a very simplified and scaled back version of the first one but it leaves a lot of room to add to it as we grow and expand the group. What it is more than anything is a base platform to work from and get the project up and running. As it will be put to a vote in the near future, what we are looking for is any last input or suggestions that will refine the constitution before it gets put before the members.
This will be step one of the project and the basis for everything that we do as a group going forward so it's important that everyone has a say before that happens.
To any other dolphins interested in getting involved going forward let us know so that we can send you a link to the group.
For anybody else with thoughts or opinions feel free to share and comment as we are looking to improve every aspect of the blockchain moving forward so any input is welcomed.

It may be a little too late to turn this ship around yet thought it deserved a mention.
It seems to me that here we are on a leading edge decentralized software platform and it appears an attempt is being made to mimic the disfunctional US Senate.
Anonymous is a decentralized organization which fits our didgital age. There is no leadership. No criteria of membership and participation in Ops being totally voluntary; with no punishment or ostracization for not taking part in Ops.
Staying with the fish metaphor employed on this platform, imagine a school of Dolphins swimming about with one common goal... the betterment of the platform. There is no right or wrong, just different opinions and priorities in that common goal.
To be effective a common area/forum would be helpful to debate Ops/Projects. Access could be software checked to ensure the registering user is a Dolphin. Probably SteemConnect should be enployed in that process.
Once a forum is available then all kinds of objectives/projects/ops could evolve.
Otherwise what seems to be evolving is a centralized organization with a certain few holding the keys (pun intended 😎)
LoL I wouldn't want to hold the keys. We are looking at multisig to control any central account.
The key differences (no pun intended 😋) is that there is no compulsion. People are free to join and leave and rejoin.
My concern is that we currently have people swimming all over the place and just by taking up this exercise I have made some great connections. Even if we could act as some form of umbrella group that wrote reports on key changes we wanted from witnesses on the next hard fork, that would be progress in my view.
As much as I like liquid democracy and other more forward thinking ideas, we do need some structure and direction to get this moving. I would much rather be part of a small effective group than one where everyone gives ideas but nothing gets done.
As much as we are moving to a new paradigm, to throw out everything we humans have learnt about cooperation and the need for some structure would be a mistake in my view.
If someone is on steem, they are already part of a lose collective. I have seen that turn into a farce over the last year, which is why I thought about this project.

I would say that a level of organisation is needed for any project to move forward. The STEEM blockchain is the decentralized platform to post, debate and share ideas whereas this is one of the projects to evolve on it. It should be without many obligations and should create more projects internally when there is a good group of committed people working together.
We have seen how much the blockchain was floundering over the past two year without any serious direction and it has only started making progress when people took charge and started organizing efforts. I would like to see groups form in the discord with different purposes and projects that can them be supported by the main account. It should be a user led effort with the backing to help it grow.
Will there be a @dolphincouncil main account in the future? If so, I'd like to propose that we fund it through delegations. Not mandatory though and I'd like to kickstart it myself, by leasing SP through Blocktrades.
I'm willing to spend around $100 of my own funds for that. After that's done, we could start using that to upvote members' posts and other efforts that are beneficial to Steem.

I'll look into it, I can get a bit of support from some devs probably.

I can definitely see that in the near future. It's the easiest way to vote,curate and have a presence as a single entity. I wouldn't like to see it being mandatory but delegations rewarded to get people to put some weight behind it. Your's is a very generous offer to get things started and no doubt it will be taken on once we have our basics set up.
My view would be that once we start trying to earn some funds that they would be used to either keep powering up the account or used as payment for the people delegating to the main account. I would delegate regardless of rewards if the account was being used to achieve the above goals. I think that's why the constitution is so important since that is where we will be basing our future efforts from.
If we delegate to a @dolphincouncil account, will it,
I would also be happy delegate as well. I think the goal should be to get the account up to Dolphin level as well which should be easy with its members as it would have a similar weight to the underlying membership. I can commit to delegating 500 SP if the vote goes through.

thanks @newageinv, hopefully we can get the constitution agreed soon. I don't think there's anything too objectionable in there for most users
It would be a nice start alright to get an account up and running with a good delegation behind it. It would make sense to get one up and running as soon as we get the constitution nailed down. It wouldn't take much either with 20 or 30 dolphins behind it.
@dolphincouncil account has been created. I was hoping the multisig option would be available before I created it. But I wanted to reserve it before anyone else took it.
Will hand over the keys to the council once the constitution is agreed and we have the multisig solution ready
Great job! I had looked into it, but it was a little bit above my technical knowledge to set it up. Have also been inactive due to being sick for the past weeks. I'm still going to be active in the near future though :)

I am glad to hear your positivity. I am hoping as we have a decent size group now, no one should have to do too much. If we can spread the load, we can make sure we keep it sustainable.
I have heard too many horror stories of steemians trying to do to much, getting frustrated or burnt out.

Like we talked about earlier in the week, you can get a lot done with just a core group of dedicated and enthusiastic people. We just need a starting point and a few good users. Everything else can be built from there.
