WHY TIPS ARE SO IMPORTANTS FOR PART TIME WORKERS?

Why? WHY? Why tips have become an internal part of part-timers for survival. why is it so? Employers are exploiting the workers, using their forcedness for their gains. Not providing them with minimum wages and making them so dependent on tips.
I feel tips are based on the service provided and how you were treated. TIPS are basically to ensure prosperous service.
What do you guys think about it? Should TIPS be a compulsory part or should it be based on service provided?
