This is a good idea. However you are working against the idea of SP to be an asset that is not liquid. If you can sent it you can also sell it. Now this might be what you are trying to accomplish but we must notice that it is against the original idea of the vehicle.
If Steam Power can only be shipped internally from one Power Wallet to another Power Wallet, it is not against the idea of Steemit.
I like the idea. Whales would be able to distribute SP to users they trust making them mini whales. the SP would stay in accounts so I don't see any harm.
I would just see some potential to cheat the system if bot accounts started sending sp to other accounts which are than cashed out
How would you prevent exchanges from getting an own Power Wallet?
Being able to transfer Vests would render Steem completely useless.
