Another way out i think i see is we are overly dependent on a single way of movement and if we all decide to use bikes am sure we will develop a grid lock somewhere in the city, so why not some go by train others by road on bikes, and mass transport schemes supported and buying of cars should not be a priority as that congests the road too.. Permit me to show you what it is like in lagos Nigeria.
Yeah I agree we are too heavily reliant on cars, but the trouble is that catching public transport for some people can be worse, as they have to travel to get to the train or bus. Also the public transport system where I am is already packed, as most people commute at the same time. So there is just not enough trains and buses to cope.
in those pictures you posted it's just chaos, it looks like foot traffic is mixed in with vehicle traffic which is just bound to cause congestion. There is no flow of traffic everyone just goes where they want. Traffic lights would be a good starting point
Hahahaha like we don't know, actually there are traffic lights just that the traffic going towards a direction at a time is too much and not many people can be patient enough....in the scenerio above i think only one factor is reaponsible, the citing of work places and employment opportunities in a location, which means everybody will be moving in the same direction to work and back at the same time.
Just to salvage the pictures above though, thats like the worst case scenerio here are pictures from the same city but different location.

That's the other problem too, most of the work is all clumped in the same location. So there is a massive flow of traffic in one direction.
Still though more motorbikes and scooters and less cars is a good solution :)
Those two pictures look a lot better, pedestrians use foot paths and vehicles use the roads. Not a free for all lol
