Not really.
If you are talking about dictators foreign bank accounts having an alternative ID as someone who own a government has no problem. Also their main and only plan is staying in power with every price until they have terminal illness or death. Chance of Plan B in their mind are like Jesus second coming.
If you are talking about terrorist regimes they are puppets of dictators pack. These members of dictatorships club accepted the role to show world dictators like anonymity in monetary systems.
