The “Entry / exit customs clearance” is canceled from this month on

 

Yesterday, a number of export commodities from Yiwu Ralo Commodity Procurement Co., Ltd. were declared to Yiwu customs. Unlike the past, customs officer, Zheng Zilong, no longer need to submit the “entry / exit goods customs clearance” when declaring clearance at the customs, and the whole process took less time than before saving 1/3 of the time.

 

This change stems from the No. fiftieth Announcement issued in 2018 by the General Administration of customs. The announcement announced that the “entry / exit customs clearance” will be canceled from June 1^st on, which means that “customs clearance” has become a history. The overall cancellation of customs clearance is an important measure for the General Administration of Customs to implement the reform requirements of the State Council, which will effectively reduces the links of customs clearance, shortens its process, further optimizes the business environment and enhances trade facilitation.

 

Speaking of this comprehensive cancellation of customs clearance, Zheng Zilong said happily, “In the past we need to provide the Entry / exit customs clearance and numbers. But now we only need to declare in ‘single window’, and fill in electronic accounts data number on the electronic receipt of inspection, saving both time and worry.”

 

The relevant officer in charge of the customs of Yiwu reminds that under the announcement of the General Administration of customs, when declaring the import and export commodities required by the statutory inspection and quarantine, the enterprises in the area no longer need to fill in the original customs code and number on the declaration form with the attached document column. Enterprises can declare to the customs in one time through the “single window” (including the “Internet plus customs” access to “single window”) one interface for customs declaration and inspection.

 

If enterprises need to declare the customs through the “single window”, the inspection interface or the customs declaration, they shall fill in the inspection and quarantine number of the electronic receipt of the inspection and code “A” in the declaration form. When applying for the declaration of export commodities required by the statutory inspection and quarantine, the enterprise should not fill in the original customs code and number in the declaration form with the attached document column, and should fill in the electronic bottom account data number of the electronic receipt of the inspection instead and fill in the code “B”.

 

As for special cases, the inspection and quarantine paper certificate documents are still required to be dealt with in the following ways: for inbound plants and their products, it is necessary to provide a certificate of transport in transit and issue the paperwork of “inbound cargo departure notice”; for the export of special goods such as centralized declaration, or because of the computer, system and other malfunction problems, a paperwork of “contact sheet for inspection and Quarantine of outbound goods” should be issued in accordance with the need. The customs dispatched a release instruction uniformly, and the customs supervision and operation unit operated the goods on the basis of customs release instructions.
