The cryptocurrency that will change the world doesn't exist, and maybe is not a crypto one

Many people have huge interests to wreck cryptocurrency as we all know. The one who has a lot of money can actually do it every morning, while he is eating his breakfast.
My wonder is : could we create a currency with a limited capitalization for every owner?
Could it be a crypto one?
