How Can We Make Intellectual Property Rights 'Smarter' With The Blockchain?

Before iTunes, there was Napster and Grokster. It wasn't until music became digitized did the entertainment industry download into a different animal. Today, there is a dire need to protect intellectual property. Only by moving this area of law onto the Blockchain, can we make IP rights "smarter."
