I don't think Ontology is undervalued at this point, it's market cap on fully diluted basis is $1.95 billion while Neo's market cap on fully diluted basis is $1.82 billion and if you compare both the projects, Neo is far ahead in terms of development and currently hosts a lot of dApps while Ontology is just getting started. As far as Loom network is concerned, it is a layer 2 scaling solution and other similar projects haven't done well in the past and therefore I didn't consider it in my list.
