I don't see where this Telegram ICO is hard capped and it looks like interest in the project is very high. Could it be possible for the ICO to exceed their fundraising goal of $1 bln? I'm thinking it will be more like $2 bln total.

What I don't understand is, they are selling something that doesn't even have a minimum viable product, besides the existing app of course, and they are making some pretty large technological claims that haven't been proven or seen before. I don't get it.

If the price dips below the ICO presale price, then I'll decide whether or not to put some money in.
