What altcoins typically do is pop after Bitcoin has gone up and starts to look too expensive. At that point, speculators start salivating at the prospect of other cryptos exploding, which results in said explosion. When the next bull market begins, probably the best strategy is to invest in BTC or ETH first, letting them shoot up and then switch to alts at least partly.

But people seem to have forgotten that we had an "alt season" only couple of months ago.
