I did a little research into APX ventures today. There bitcointalk forum got shut down for some drama. I was really trying to figure out what APX was all about. So basically this is a comment in telegram.

SO it's not its own block chain but attached to the UBIQ blockchian, They will be releasing a sort of platform to rate and help projects gain funding. They reserve coins and buy back in and such. It's hard to explain but here is the sheet explaining it.
