The mining cards have already been done by other manufacturuers. Miners don't want them because there's no resale value.

Now if they create a mining card that actually performs significantly better for mining than the gaming cards, then that will be different. But until then, the mining cards aren't all that attractive to miners. They'll go for the gaming cards because when they're done, they can just resale it to a gamer.
