yes, I agree, it's something that some European states are thinking about, obviously done differently.
The swift project is extended on a global scale, and should have some sort of function in equitable redistribution of wealth. Each user receives the same amount of tokens, and if in an advanced country 1000 SWIFTs are practically nil, in a developing country they may already have more value, or in any case allow geographically disadvantaged people to benefit from some useful online services.
