Would you prefer a product backed ICO or just an ICO that is simply a proposal?

My opinion is this
Some. Of us older ones in the space have an idea of what a credible Project should be. We can come together and formulate a governance system. Everyone should come up with Whatever requirement a Project should meet before requesting money from Investors. There's no head, just ideas. That's a rough sketch. We can expand from there? If we want what's best for the space we'll. Come up with reasonable requirements that projects can meet. So someone will not write rubbish and tell inexperienced people to buy. If too many people get burned from ICOs. Legit projects will suffer? But if the space is filled with promising projects due to filtering. Most ICOs will record Success and it will push innovation. Thats my opinion, it's not perfect but it's better than allowing chaos. Because if too many people get scammed. Govt WILL step IN.
