I.R.S ruled bitcoin property how to change

I am in no way a legal expert however there are probably legal experts on Steemit so I am wondering if someone can write a bill that would in essence make Bitcoin legal we could more than likely get it on a United States Representative or a senator's desk and have him propose it on the floor of the Senate to try to change the legal status because the legislative branch passes laws. In the executive branch which is what the IRS falls under would have to recognize cryptocurrency as actual currency.
