It means it gives you freedom to keep a tally of your trades, treat them as capital gains, and then report to the IRS just as with any capital investment. On the other hand, the rules are difficult to understand and this complicates things. Assuming they do apply, that means every trade from one cryptocurrency to another is a taxable event for the year.
