Im a Turkish citizen and have a question.

"Turkey officially declared Bitcoin "not a currency" back in 2013"

Since its not a currency I assume the saler is exempt from tax. But then he would be earning Turkish Lira once he converts bitcoins in BTCTurk (Turkish Bitcoin exchange). So doesn't he has to pay tax then. Any idea?
