Paul McCulloch is a cyber security and technology attorney with the NYC CyberLaw Group, and the CEO of Helm Solutions, Inc. As an attorney, he advises companies of all sizes in the U.S., UK, Hong Kong, and Singapore, on compliance with cyber security and technology regulations including the General Data Protection Regulation, the NY DFS Cybersecurity Regulation, the FFIEC Cybersecurity Framework, PCI-DSS, and more.

At Helm, he works both with technology companies and global regulatory agencies to identify and contextualize existing and emerging cyber security and technology risks, provides input on developing regulatory guidance, and promotes development of corresponding solutions.

He is a skilled information systems architect, mentor to various accelerator programs (including Techstars), and a NY admitted attorney holding a J.D. from Temple University, and an LL.M. from the University of London.  Prior to his current work, Paul served as VP of Technology Law, VP of Digital Compliance, and Global Committee Chief for Cyber Security Compliance at J.P. Morgan Chase & Co.

His interest in Post-Maria recovery efforts in Puerto Rico comes from having been raised in San Juan, while also having served  in disaster recovery, economic policy and public diplomacy in the Office of the Secretary at the U.S. Department of State, as well as as legal counsel for the U.S. government and multinational development banks alike, modernizing regulatory, policy, and technical frameworks to face new and existing challenges in developing nations.
