Business Ombudsman Boris Titov criticized the project of the Ministry of Finance on the circulation of crypto-currency, the press service said. According to the Commissioner, the proposed regulation is too rigid.

"What our Ministry of Finance offers is a much more stringent regulation than in Japan, Switzerland, Belarus, Armenia. That is, in all countries that have adopted some kind of legislation. It is better not to accept anything than to adopt such legislation. It's just to make sure that the crypto community and the blockbuster have never considered Russia their homeland. Therefore, we are, of course, categorically against this text. It is clear why they are trying to put such barriers. Because the blockade, in fact, is a technology that allows you to control officials. Today, we all have the opposite - officials consider their most important function to control people, entrepreneurs, those who are engaged in blockade and new technologies. And everything should be the other way around. Blocking enables people, entrepreneurs, and the technological community to control officials. And they, of course, do not like it, "Titov said.

On January 25, the Ministry of Finance published a bill "On Digital Financial Assets." He introduces into the legislation such concepts as crypto currency and token, as well as determines the order of public offering of tokens during the ICO.

In addition, the agency proposes to limit the volume of purchases of tokens for individuals amounting to 50 thousand rubles. and prohibit their secondary treatment. Also, the Ministry of Finance reported on the existence of contradictions with the Central Bank on the exchange of crypto-currency for rubles, foreign currency and other property.

November 3 Titov and experts of the Institute of Growth Economics. P. A. Stolypin submitted for discussion his proposals on regulating crypto-currency in Russia. The draft states that crypto-currencies can not be allowed to buy-sell transactions, pay for works and services, or other transactions of the Civil Code of the Russian Federation, but can be exchanged for ruble and foreign currencies. It is noted that not all crypto-currencies can be admitted to such an exchange, but only having an operator or an emission center. According to the proposals, the Central Bank will decide on the admission to exchange for the ruble and foreign currencies.
