TPTB that control steemit can make 1 vote and. It gives u power, or they spend their points to push posts. Welcome to steemit the platform where manipulation of the sheeple goes to the highest bidder.
Your upvoting power depends on how much Steem Power you have in your account. A user with a lot of SP must have upvoted the post.
You can see for yourself by using tools like steemd, steemnow, etc., @dragosroua, @dwinblood, and others have old posts about how you can best profit from Steemit.
