Vix lows and market correction

With RSI at records and vix at all time lows. Are there great deals in bear market strat? Will there be a correction with the S&P?

The nasdaq is the only exchange that is not seeing all time highs due to dot.com and 2008 crash pullbacks, so will we see all time highs here before a correction or is the correction just around the corner?
