Hello dear! Hmmmm I think I see cats everywhere, that's good! I counted several times because I'm not very good at the math XD, in the end the result was 13 kittens.

It was very confusing but I think I got 15 kitties.

Yes, it is correct! I think it goes as things are understood and how confusing they put the problem. If we count all the faces of cats we will have 15, but if we only count those that are complete kittens, that excludes two faces of kittens, there remain 13. Then it would be the decision they are only cats or everything that looks like a hehehe cat.
These types of problems have double meanings lol-
