So I am not agree with this point ?
Because the work force is not only the people who work, but also the people you would be able to work but don't do.
So we have in Germany (end of february 2020) 2.301.000 people who are official unemployment. In addition their are arround 3.75 million who get "Hartz 4", so if you consider this we have in the moment a unused work force of more than 6 million people.
If you consider this we live in germany with the luxus that arroung 15% of the workforce is unused and if you consider that both - the number of unemployed people and of people who get Hartz-4 decreased in the last years, some years ago this rate was even much higher.
The funny thing is: Even if we have 6 million unused workers, we need people from Romania, Bulgaria and Poland to harvest the asparagus (and other) by us.

These figures are correct, but distorted because, for example, cases of illness, temporary workers, retraining, are not included in the statistics. In reality the unemployment rate is much higher.

OK you are right, but in this case the unused work forces in germany is even more than 6 million people.
