Anzen is willing to pay you or any other expert a fee if you or any other expert will allow them to use your names on research papers to which you made no contribution.

And the reason for doing that is, using your name, or any other expert’s name will add authority to their research paper and it will get accepted by their peers

Is that illegal? - Is saying Dr. NNNN MBA PhD cum laude contributed to our research paper when in fact he had nothing to do with it a criminal offense?- I doubt it.

Did Anzen benefit financially by using the expert's name - if they did then yes - that's fraud and that’s illegal
