It's such bullshit. Back in the 1930's it was way more hot than it has been since then. It's called normal, cyclical, evolutional, adaptive, ever changing climate change. What I gathered from the movie is Al Gore is/was begging the leaders of India to borrow money for solar powered arrays, in lew of coal.
To ask a struggling nation to go further in debt because of carbon emissions in a slippery slope at best.
Carbon Credits may be the agenda, and it is different the the typical taxes we have been subject to.
